Locked Constraint

By locking the geometry of an object, its coordinate position is fixed and it will not move or rotate with its associated objects.

In the example below, the 2 center lines are constrained to the perpendicular aspect. The center lines and the inner circle are locked. The arm can now be rotated without moving the geometry of the locked objects.
